For cheap balloons and other decor, check out the Dollar Tree. This is also great for party favors.
Park pavilions are always free, don’t require a lot of decor or cleanup, and kids love the playground.
You could also check out group rates for zoos and museums. Many offer free admission on some afternoons! And, most zoos allow picnics.
Also, I am a BeautiControl consultant, and offer my customers spa parties for $3-5/girl (parties for adults are free, but since I do not sell to children, I have to charge to cover my costs). Not all consultants do this, but it is worth a try to look up one in your area.

I would suggest for your daughter to have a slumber birthday party, with 8-9 girls only including her, have order Pizza, have snacks and all the girly movies for kids that age. Cup Cakes for the BD cake and everyone can add their own sprinkles but the icing color should be the Birthday Girl’s choice. All you have to do is clean the house gather movies, her friends can also bring their fav girl movies from home that way you save on buying movies. Buy Pizza and snacks and drinks (soda or juice) and Balloons and decorate her room or where ever the girls will be having their slumber party.

Buy streamers and maybe a few balloons and you’re good. You can make several games from things you may already have or from things at a dollar store. I don’t like traditional pin the tail on the donkey so I create my own (pin the bow on Blossom, crown on princess, etc…). I also go to craft stores and pick up stuff to occupy the kids time. You can have them decorate their own party hat or crown, make jewelry, or paint something like a sun catcher or photo frame. Get your cake from a superstore. They’re cheap and tasty. For food, get something that everyone can eat especially if you re allowing the parents to enjoy. Spaghetti and chicken is always a winner. Last but not least, get a jumper. All kids love them from age 1 to 21 and sometimes older.

What in the world is a jumper
A jumper is a blow up thing a company brings and puts in your yard that the kids play on… It usually runs around $200 to $250 a day depending on the size, but the company will come and set it up and take it away for you.
that is out of our budget. i am thinking $100 max for everything including present.
This is what I’ve been doing for a few years now and it’s always a hit.
I invite everyone he or she knows (since it’s cheap, you don’t have to whittle down the guest list) to the playground of our local park. The kids play and play until it’s time to sing “Happy Birthday” and that’s when we open up the cooler of drinks (water and juice boxes) and serve up the cupcakes (I order them at Publix or send my husband to Costco for a few boxes). Last birthday, I even added a cute cupcake tree that I borrowed from my mom and arranged all of the remaining cupcakes around the bottom of it to make it look pretty.
These cheap parties are such a hit with the kids that other friends are now doing the same.
A friend told me about a spa party her daughter just went to. The mom took plain black t-shirts (which are cheap at Michaels), cut them up the middle, and put some velcro at the top to make a spa jacket/cape. She wrapped the straps of flip flops with furry yarn to make spa flip flops, then the girls got to paint their fingernails & toenails. I think they did homemade facials too.
You could take them to a local mall. If you plan ahead, you can do a “scavenger hunt” with clues for different items and stores around the mall. The girls would scout out the clues, and you would have purchased each item ahead of time from some different stores. They could be the girls’ party favors, and/or your daughter’s birthday presents. For example, one item could be a sweater from justice/old navy for your daughter’s birthday present. Another item could be a pack of silly bandz from claires or some other random store… and that would be for all the girls to take home as party favors. Then, you could go to the food court, and have some balloons ready and a cake for the birthday girl. The only money you’d really spend is on a birthday cake, balloons, and prizes. And they’d have SO much fun! Good luck!
Make the cake yourself, or cupcakes decorated really girly. Have a spa day, you can do it right at your house. Paint the girls nails, do there makeup, and have temporary tattoo’s. Maybe have them do a fashion show. You can play bingo with them or have a craft project for them to do, to kill some time.Good luck!
for the theme, I’ll often buy the tablecloth theme and then buy plain stuff at the dollar store to match in color (napkins, plates, cups, decorations, etc). For the party itself, I make the cake. If there is a beauty school around, you could take the party there for a day of pampering, you can get manicures and hairstyling on the cheap! Then take them back to your house and have a “tea time” or something like that, with just “tea” or hot cocoa and cake.
I just did a cheap birthday for my daughter. I have a friend who works at a hotel and she let us use their pool and their party/conference room. I was going to have her bday party at a BK or McDonalds. Search your area for kid events.

This year my daughter had an amazing 11th birthday party. She had a glamping (glamorous camping) themed party. We invited about 10 girls and the first activity they did was a challenge were they got into pairs and had to set up their own frame tent in one of our living rooms which they were going sleep in together overnight. We also decorated the room with fairy lights. We did swimming, a scavnger hunt, flashlight hunts, nail painting etc. and they all had so much fun. We printed free printable camp decorations and invitations online and they looked gorgeous! In the morning, I asked them all what they wanted to eat for breakfast they were brought their own small breakfast tables with what they asked for on it. Hope this helps.
